Video poker strategy for any variety generally comes down to deciding which cards to hold in any given hand. While it will be obvious what to keep for many hands, some hands will seem fruitless to retain any cards from.
As for any poker-based game, working out what the probabilities are of improving your hand will usually help you to make a decision. In a more basic video poker game like Jacks or Better, this will normally make choices reasonably straightforward. If all you have are unsuited low cards with no easy path to a straight, you simply discard everything, as nothing is worth keeping. In Double Joker Video Poker, however, card ranks are nearly meaningless. The lowest winning hand is two pairs, and the ranks of those pairs are not an issue.
When strategizing in Double Joker Video Poker, then, even low cards can be worth keeping if you have no other opportunities to improve a hand. Once you are aware of this, it is important to work out all the ways a hand you are dealt can improve. For example, a hand of 7 of Spades/2 of Hearts/King of Spades/3 of Hearts/Queen of Diamonds would have the 2 and 3 of Hearts kept. This is because while the King and Queen might have had a better chance of making a high pair in a game that had pair of Jacks or better as winning hands, the ranking of these individual cards is not very helpful in Double Joker Video Poker. The unsuited K/Q could possibly be improved to two pairs, three of a kind, straight, full house, or four of a kind. This is fine, but the suited 2/3 has the added opportunities of flush and straight flush. While still unlikely, this means a greater overall likelihood of winning compared to the unsuited K/Q.
Essentially, when playing Double Joker Video Poker you must always hold a winning hand if you have been dealt one, always hold Jokers, and must otherwise make decisions on what to hold based on the likelihood of getting an improved hand.
